Hi

Open up Settings Manager (ccsm). Goto plugin Window Management -> Move Window Plugin.
Untick the option thats says "Snapoff Maximized Windows".

Then make any program full screen and move the cursor to the top-right (or top-left) of the title bar. Hold down left-click button and drag cursor down.

Hope this is the effect you were after :D

All the best

Dave

Hi

Glad I could help :D
I don't know if you know of the compiz-fusion website but you can get lots of useful information about compiz-fusion.
Anyway, it is http://www.opencompositing.org/.
Click on the forum section for info. The blog section is always an interesting read and the Gitweb section informs you of the latest changes made to the git repositories.

Hope you have fun with compiz-fusion.

All the best
