If you want to talk about your personal paperweight, you've found the right place!
What is the best filesystem to use on an external hard drive? The hard drive will be used on both linux and windows, and I probably need something journaling due to the unreliable power supply here in Baghdad.

If you have 32bit Windows XP I would recommend ext3. On Windows you can then use fs-driver, http://www.fs-driver.org/
However, ntfs could be a better choice with ntfs-3g. Just stay away from fat32.
