Cannot create, delete or edit user accounts in Sabayon MATE.

I can't create, delete or edit users accounts in MATE version of sabayon, because there's no icon, program or application to do that in "Control Center" or in "Applications", and if it's there, I cannot manage to find it, I have installed all "system-config" packages including "system-config-printers" and "system-config-users" to no avail. Will make bug report but if anyone knows how to fix this please tell me, I will be very happy and thankful.
Sabayon Linux MATE 64-bit
Gigabyte G41M-ES2L-->2gb ram
Intel Pentium Dual Core 2.60ghz-->E5300
WD-6400AAKS-Caviar-SE16-640gb-->XFS filesystem

Sorry, I forgot to say that what I meant is that there's no "GUI" (Graphic User Interface) option to setup user accounts in mate control center.

and run it as root from the cli.

Altough you can setup users from cli, it could be good if this get fixed, look at it this way, if I were a newbie I would like to have a "GUI" way of configuring user accounts when choosing MATE as my DE, is more appealing to new potential users!
