how can i install aplication from file

i've had some troubles with cups so i decided to reinstall it . i uninstalled cups with kuroo, but how can i install it? it always trries to download it from internet but it can't estabilish connection (other applictaions work normally). So how can i install it form original sabayon dvd?

but how can i install application from source package (xxx.tar.gz ...)? how can i create ebuild? I'm new to portage. In RPMs systems it was easy - either use rpmbuild or checkinstall and then use some package manager to add pkg to system.

source packages usually always have a readme or install file - most of time it's
./configure
make
make install
