You want to install a .deb package on a Sabayon system?
I have found and also tried myself also, this:

... The 'ar' utility that is already on his (and your) system can extract the various parts of .deb files.
Means, you do a:
You will get a file with name 'data.tar.gz', a zipped file.
When you unzip this data.tar.gz, then you will see a structure with /usr and more....
Now you can (you must) exactly move this structure to the matching location on your hdd. Be root for this.
But be careful. The deb packages are NOT part of Sabayon maintenance, may harm, not be updated automatically!
