Sure that can work if corruption is the culprit.
.....etc/skel is only a base Dir template given to a user when it is created. So, if something is Corrupt then the recreation does work. More pointedly the issues that arise in the corruption of the home dir and KDE are usually traceable to .ICEauthority and/or .Xauthority. These can be regenerated in the Home dir by simply deleting both which will regenerate once you Restart KDE....
You can see the files by

ls -A /etc/YourHomeDir
