display time modulo 12, AM/PM- how? [Solved]

display time modulo 12, AM/PM- how? [Solved]

I know I'm gonna kick myself when someone points out the obvious but how do I get Sabayon KDE 64 5.0 to show the time on the lower right screen corner as a modulo 12, am/pm value. When I see 2300 I feel like I've been drafted.

System Settings > Regional & Language > Time & Dates > Time Format

My applications menu under the chicken foot has "system" but no submenu "settings".
It has "Settings" but no submenu "Regional & Language".
Nor can I find a path starting from root that looks like this,

What am I missing?

Click: <kick off menu> <computer> <system settings> <regional & language> <time & date>.
