What graphical design tool?

Besides artist creativity, what tool(s) could be used to create simple but nice graphical effects like in Sabayon splash screens or backgrounds?
Sometimes I would like to write for example a word or a with halo surrounding characters and I don't even know how to get this simple effect...
I usually use Gimp for editing images, is it enough (it is just a matter of knowing the tricks)? Or do I need additional plug-ins for it? Or do I need some other (Linux) tool?

Many thanks to the Sabayon artwork designer(s), Sabayon is always one of the best looking distros!

I love photoshop, it's the one I learned. I use Gimp here and there, but prefer photoshop. So I would say, pick one and learn it inside and out. They have a lot of learning curve, but there is tons of tutorials out there on the net to help ya along. Library or book store also have great learning books to use. No matter what, it's going to just take time to learn the ins and outs. The plugins and effects all come by practice. Some plugins are free, others cost.

Use the power of the internet and you'll be making cool backgrounds in no time

Blender.
I've been a huge fan of it for 5 years now. For its size, its simply amazing, but I can understand not including it in a distro, learning it is long and difficult. The downloaded bin works adequately anyhow.

1. Use the text tool to write what you want
2. duplicate the text layer
3. select the orginal layer
4. apply a blur to the orginal layer (i would say a Gaussian about 15px)
5. finished

I would have never thought that after blur the level had become transparent!
