I think it depends on charset code

you've following :

ro_RO.utf8
try to set your local to different UTF-8 (unicode by default)

Consider to change LANGUAGE and LC_TIME variables also

Hmm, I see your time and date formats are English, but units are metric, so I have no clue how this works anymore as long as you have 'No change' set for those. No change compared to what then? What is the reference here?

Then why the date in your screenshot is in English?

And what is the output of:

This is an translation isuue (some parts of KDE env are not fully translated for Italian language). The En format should be YYYY-MM-DD HH:MM:SS,$DAY or $DAY YYYY-MM-DD HH:MM:SS

Thank you, I try and try and try...

In the meanwhile, is there someone to clarify for me what does that scrambling?
I think is Plymuoth, but I fail to fix it.
On one hand, if I go to the KDE setup for Plymouth, I can't apply any change, it complains about not being able to authenticate to set it up.
This is weird, as I did not enable anything related to it manually,or by mistake as user, the setup formatted itself the partition, so it should be nothing broken from the old config, which, btw, worked.

That lets my setup a bit broken, as grub and any console after logging in is small and ugly.
And I need to press F3 in order to see the messages during boot, in a low resolution screen.

It worked before as full hd (despite the monitor is ultra HD, I did not dare to push it, but worked 2K with nouveau once).

Yes and no. It is point 5 above, and it is the effect of the install which might be not correctly handled..

Back to locales: interesting, localectl list-locales | grep ro_ has no output.

What should be in /etc/locale.gen?

/etc/locale.gen is provided by glibc package

re/install glibc and it will go to update all locales
(accept all changes for /etc/locale.gen file if required : -5 option
