joystick not getting recognized

I had brought a joystick of model Blue loong, and connected to computer.
However, I'm not able to use it, as both sabayon5.4-gnome and ubuntu10.10 would not recognize it.
Or, in other words, although the control panel says there exist the joystick input device, it says that it is not connected (although the joystick is actually connected).
Moreover, there are no games/other utilities which are able to utilize the device.
So, I would like to know how I can make the device work.
Also, I'm also curious to know if in case there are any non-gaming softwares (science (physics, etc)/freecad (for cam types uses)/pythoncad (pycad), etc) which can utilize joystick as a simulated input device.

Is it a USB joystick? Have you got the xf86-input-keyboard driver installed?

The SL kernel config has everything that is available, joystick-wise, enabled. Below is what is enabled in the 2.6.37 kernel (I'm not using the 2.6.38 kernel on the machine I'm typing this on):

I can't use my joypad. But it is not a problem for me. cause I don't play games on linux.:)
