How should I handle packages that fail the unpack phase?

I have one particular package icedtea-web.

I'm only having issues unpacking dev-java/icedtea-web*. Every icedtea-web package available fails the unpack phase. Here's the thing I try to open the tar.gz (GUI) I get an error and I cant access the contents oh the archive file. But if I open the .tar.gz (CLI) it will unzip with an error code of 2. I've also pulled the icedtea-web package from Git. I get the same errors trying to unzip.

What can I do to solve this? Not being able to install this package is keeping me from updating my system. Well kinda I've been using the --keep-going if fact its been a problem for so long I added --keep-going to my EMERGE_DEFAULT_OPTS. I would really appreciate some assistance on how to fix my issue. here is what I get when I emerge icedtea-web.
