X server not accepting more local connections?

Hi,
here is the situation: system is up and running, user logged in into X + kde4.2. There has been a terminal session present from a previous xsession so the terminal is already open. Now the command kmail & gives this:

<unknown program name>(7725)/: Communication problem with  "kmail" , it probably crashed.
Error message was:  "org.freedesktop.DBus.Error.ServiceUnknown" : " "The name org.kde.kmail was not provided
by any .service files" "


What tool would be best to diagnose the problem, how to resolve it? No other program icon is responsive, not even a next xterminal or konsole. One can only press Start-Logout.

The interesting part is that when a user logs out and back in again the issue disapears for a while - till next login that is.
