KDE4 taskbar issues

So since kde-4.0.0 I have had this recurring issue that just never seems to iron itself out.

Everything emerges fine, but no matter what kde-4 never has a task bar. I can add the new kmenu widget to the desktop so I can browse the apps/etc., but I just never have gotten a taskbar. This is one of two issues keeping me from using kde4 full time (that and a GUI client to connect to wireless networks in kde4, unless there is one and I don't know about it). Anyone have any idea what I am doing wrong? I have emerged kdesktop with and without "xcomposite" USE flag and that does nothing to resolve this issue.

I have a feeling that this may be plasma related, but what do I know.

Any takers? Currently have freshly world (portage) updated system as of last weekend. with kde-4.0.5 installed.

how would I go about doing that? Would I need to tweak xorg.conf settings? or xdm or something like that? I think I would just rather leave sleeping dogs lie.
