I thought I'd post the information here in case anyone else is trying to use this mobile broadband modem with SL and KDE in Qatar. Under Windows this is all set up automatically, but under Linux you need to know how to configure your PC's network software manually. So here is how to do it for a Qtel Huawei E220 modem.

I right-clicked on the NetworkManager icon on the KDE Panel and used Manage Connections... > Mobile Broadband > Add GSM Connection to set up the modem as follows:
a) Mobile Broadband tab:
All other fields left blank. (Yep, even the PIN field.)
b) PPP tab:
I left everything as it was, viz. only the following is now ticked:
and under the Compression section:
Allow BSD compression
Allow Deflate compression
Use TCP header compression
It all works perfectly with SL and KDE 4.3.3.
