Not sure if it would help depending on bandwith limits I presume they are a bit strick on this.
Might have to get clearance for this as well ?
Hamachi can set up a VPN virtual private network and then act as a local lan connection to download provided a safe / secure connection is on the other side you can trust and using ?? torrent program + slow speed let it download over a few days if possible.

Tor / privoxy was long use by the Navy and is fairly secure though a bit slow. (tor.eff.org)
I am sure if you contact the comm. ops centre they can possibly download and clear it for you not sure about their procedure's. Try one of the medic's that goes to Rammstein they might be able to get it for you or bring a copy back from there or send it with a colleague.

Maybe someone in your home town / family can download it and post it to you not sure how long this takes + post will check / clear it , might add a few days to normal post / delay.

Hope this help. Thanks

Edit: wonder if going to the local recruitement centre in my town will be able to forward it or something similar same as what they are doing with the sock's / gift / donations for the soldiers.

Where you at?? If you are anywhere on VBC, I get there every so often. I got 3.4 downloaded, finally...took me 18 days. I could prob send you a copy or even deliver it depending on where you are.
