I would have a look with dconf-editor. NetworkManager stores its configuration with D-Bus. Even if configuration files exist, editing them might have no effect at all.

You can also try equo s memtest. Looks like you can install one, too.

If you can't connect, it should be documented somewhere in a log. See if you can find anything in /var/log. If it doesn't work with NetworkManager, you may eventually have to try it with commandline tools, so you know exactly what's going wrong. NetworkManager is AFAIK only a frontend to network too...

You could activate acls, so both UIDs get access to your mounts.

You would have to add "acl" to your mount options in /etc/fstab, and use setfacl to add a second user to the access list of each file and directory.
