I can confirm, after a normal RIGO update (gnome-base/gdm-3.30.3-r3 was one of the packages) that the problem was fixed.
I cannot, however, point out a specific package to blame for the problem, since many others were updated as well.

Anyway, I thanks Alexander88207 for opening a bug that was solved.

As I was not sure if this behavior was expected due to some wrong configuration by my side, I chose to report here before.

I have the same issue: I can't "Save As" nor export to PDF from the GUI.
The command line method works.

my LO is
Version: 5.0.2.2
Build ID: Sabayon official package
Locale: pt-BR (en_US.UTF-8)

I am in trouble because I'm on LO for years... I hope for an update soon...

Wolfden, I think you thought of gnome-tweak-tools instead of gnome control center, isn't it?
The gnome-tweak-tools has indeed the icons and themes and other stuff related to fine configuration.
Gnome control center has just "very basic" configuration choices.
