need proxy and authentication setup for network im on. Help!

im on a university network and to connect to it i need to have the proxy setup and authentication (username and password)
when i used fedora it was resonably easy (when yum wasnt broken which is never)

what do i need to configure
i know ill need http_proxy: address:1328 but i can't remember how to setup username and password, or where for that matter.

i dont need an anonimous proxy or anything of that sort.
