I want to change key bindings [Solved]

I have Sabayon installed on my HP laptop. The laptop has an extra key with a "Windows" icon on it. Currently this key toggles the KDE menu.

The ctrl+tab combination currently switches between desktops. Other software (Blender) uses ctrl+tab to choose select mode, which I use frequently, but on Sabayon, when using Blender the choose-select-mode action is overridden by the Sabayon switch-desktop action. What I would like to do is turn off the Sabayon ctrl+tab binding, so I can use the Blender binding, and change the "Windows" key from toggling the KDE menu to switching desktops.

Can anyone explain how I can do this, or point me to tutorials or other documentation explaining how it's done? I did find one post advising to delete a file to turn off the "Windows" key toggle-menu action, but I don't want to just get rid of the toggle-menu action, I want to change it to switch-desktops. If there is another way to get the ctrl+tab function back into Blender (without re-programming Blender), I would be open to that, as well. The proposed action is simply my naive, new to Linux, best I can think of to get the job done proposal. What I'm looking for is the most economical (in terms of changes that need to be made) and most stable (in terms of not having to redo it whenever I upgrade either Blender or Sabayon) method.

I am fairly new at working with Linux, so small steps and clear explanations will be appreciated.

Nevermind. opentaka, on the gentoo forum, in answering someone else's post, said: "but since you've said you are using KDE, it's not required, just go to control panel -> Regional blahblah -> Keyboard shortcuts.
play in there for a while"
