you can circumvent the problem using hosting service or pastebin

Is this a technical problem with the way the forum is set up?

I think it's most likely a problem with spam :)

I mean that malicious new users could easily post spam or objectionable images here. A spammer could also easily post tons of images in order to overload the server with useless contents if some restrictions are not enforced.
So it's a common practice in almost any forum to limit images number or size for users.
There is also the possibility that images are completely disabled in some sections of the forum, because they're considered useless and allowed into other sections (I'm not an administrator so I don't know exactly how this forum is set up).

A new user may wish to post screen shots to convey information of a problem he is experiencing. For example, the live DVD installer crashing and throwing up error messages.

It is not common practice to disallow images on Linux help forums. This is the first time I've ever heard of it. A blanket ban on all images would be an over reaction, throwing the baby out with the bathwater.

Could a moderator kindly state what the Sabayon Forum policy regarding uploading of images really is.

There are solutions...
DropBox or ImageShack would be two examples.
... These below done with DropBox...
I could make the Video InLine but that would be unfair to users with Slow Downloads speeds. Plus steal resources unnecessarily.
