SE7320 - pci video - question

When the old athlon xp's motherboard joined the other victims of bad capacitors I put together some other old parts (intel SE7320EP2 motherboard, irwindale xeon processors, etc) to use until I can put together something newer. The old onboard ati rage video isn't very good so I decided to drop in a pci video card (nvidia gt 430 based card). I can get it to boot with the pci card but startup hangs at "waiting for uevents". I tried disabling the on-board video and dual display with the same results. I have the appropriate nvidia drivers, userspace, and settings apps installed and set opencl and opengl to nvidia. Anyone have any ideas how to resolve this?

I should add that when the pci card is installed it is used as primary display even when the bios is set to use the on-board rage xl. With dual display enabled and on-board video set as primary only the pci video has display and it hangs at "waiting for uevents". Remove pci video and the on-board has display.
