Audacity. Effects are missing.

I grabbed Audacity 1.3.7 off of Sulfur. Everything seemed to go well. Except some of the effects are missing. The change pitch effect is MIA.
After a little reading some forums, it seems libsoundtouch does not come with audacity.
So I fire up sulfur and install the libsoundtouch. Well it seems like audacity was not impressed. I am still missing Change pitch effect and a few others. Has anyone else ran into this problem, of heard how to fix this...
