Let's take the 'Fresh Install - What to do?' step by step, as it has not worked for some people (it didn't work for me in one installation either).

The fact is that the procedure in the Wiki doesn't always work, as I found out myself and pointed out in the aforementioned thread. However it is soluble, which is why I asked goatherd to start at the beginning of the procedure and post his output for the first step so that we can see precisely what is happening and walk him through it.

That deals more with the overlay and it is odd some are effected by it and that just repeating the same commands till takes effect is even more baffling. I dunno, I guess glitches for whatever reason. Thanks for the link.
