Are you sure this is xchat? looks like weechat to me

It weechat but i getting the samething in xchat to very odd.

There are things you must do before freenode will allow you to connect using TOR. Try what the error suggests and view http://freenode.net/irc_servers.shtml. You may just find what you need there...

it is clearly going through a tor node
check your proxy config. check your process list. try restarting.
