Have you configured KDE for your specific locale? To do this you would need to use the KDE Control Centre:
K Menu > Control Centre > Regional & Accessibility > Country/Region & Language
and, for the keyboard, go to:
K Menu > Control Centre > Regional & Accessibility > Keyboard Layout
