Firefox Download Permissions

I just installed the 3.4 mini edition and went to go download a file from http://www.eclipse.org. Firefox and Konqueror both complain that I don't have permissions when I go to download a file (this is with my primary account, but not root). The download directory has adequate permissions, so I think it's a user group permission problem. Anyone know if my inkling is correct, and if so which user group I need to enable?
