That got it to recognize the ebuild but I still couldn't get the theme to load. I goofed up some other config stuff too and reformatted since this is my learning machine.

how about just uploading the theme to kde-look.org so that anyone with kde can use it?

EDIT: wow i cant believe how aweful the most downloaded themes on that site are, this one would trump the rest...
