analyzing CPU 0:
driver: acpi-cpufreq
CPUs which run at the same hardware frequency: 0 1
CPUs which need to have their frequency coordinated by software: 0
maximum transition latency: 10.0 us.
hardware limits: 1.60 GHz - 2.80 GHz
available frequency steps: 2.80 GHz, 2.40 GHz, 2.14 GHz, 1.87 GHz, 1.60 GHz
available cpufreq governors: conservative, ondemand, powersave, userspace, performance
current policy: frequency should be within 1.60 GHz and 2.80 GHz.
The governor "ondemand" may decide which speed to use
within this range.
current CPU frequency is 1.60 GHz.
cpufreq stats: 2.80 GHz:10.23%, 2.40 GHz:0.28%, 2.14 GHz:0.33%, 1.87 GHz:0.49%, 1.60 GHz:88.68% (5451)

The responsiveness issue could be caused by a number of other reasons, slow disk I/O (which is very unlikely since it would involve slowdowns on any environment) and, much more likely, bad graphics drivers setup.
Try to check for other possible reasons, I don't think this is due to a slow CPU.
