Long story short...
the CTRL key on the left side of the keyboard doesn't do anything... the right control works fine.
Ran XEV to see what's pulling up...
Right Control reads:
Keymap 109 Control_R
Left Control reads:
Keymap 185 NoSymbol
Not sure why this is... but I have a feeling the "nosymbol" is the problem.
the ALT keys report "R" and "L" appropriately.

I have HP L2000 which is similar to Compaq V2000 -- I don't know whether both CTRL keys work or not (I'll post again when I have time to test this)
You should be using an alternate Keyboard Layout in KDE
KDE Control Center ==>> Regional & Accessibility ==>> Keyboard layout ==>> make sure Enable Keyboard Layouts is checked
Try
Laptop/Notebook (Compaq Armada)
or
Hewlett-Packard Internet Keyboard (You can try other ones too, or map your keycode with a program)

I have the same issue with left-control, and I have seen a couple other complaints posted. I have a hp dv1000 laptop. Tried different keyboard layouts but no luck.
xev output is:

A note here: I didn't press p at all. Somehow left_control is producing a combination. I think the correct keycode is 185 but I don't know how keycode 37 and keycode 33 "p" is coming into play.
This is really annoying. Any help is greatly appreciated.
