Are you able to change the way the mouse wheel works , ie. scroll 1 click at a time than scrolling 3 or 4 lines at a time.
For example when I am on web pages I find it scrolls to quick

If you're using KDE; "Control Centre", "Peripherals", "Mouse", "Advanced", "Mouse wheel scrolls by".
