What has mains frequency got to do with computer monitor frequency? A computer monitor is not a TV. Computer monitors in countries with 50 Hz and 60 Hz AC mains operate in user-selectable ranges of vertical scan rates encompassing 50 Hz, 60 Hz, 70 Hz etc. which are chosen by the user to provide flicker-free viewing at the chosen screen resolution. Please explain why you are asking the question you have asked.

You should be able to using nvidia control panel / ait-control panel adjust this.
Nvidia-control panel need to :
as root in terminal , "emerge nvidia-settings"

Also with /etc/X11/xorg.conf edit the screen freq part but have to check on correct way to do this in the wiki / gentoo.org forums , wiki or just google for this.

Think it is default to 59hz / 60hz for laptop screens and can be set to anything for normal screens using nvidia control panel.

Edit: They are from Italy / 50HZ 220V I think were they are only us and a few other country still have the feet inches / 60hz 110v not sure.

^Yes, but AC mains frequency has nothing to do with it, WarraWarra. People in countries with 50 Hz mains could still be running their monitor at 50 Hz, 59 Hz, 60 Hz, 70 Hz etc. It depends on the monitor and screen resolution one is using, not the mains frequency.

What can cause nasty effects on a monitor, whatever the mains frequency, is if the mains is dirty (electrical noise), in which case a mains filter/smoother is helpful:
