OK, I have this Solved, at least to my satisfaction.
Keep in mind that my solutions is for my Thinkpad SL410 with a 14.xx wide Screen which sees some sunlight conditions. Also I didn't want to entirely lose that
Customized Sabayon look which is Dark. However I did want to be able to read my panel popup notificatons and panel Settings and Other Settings. For my purposes the most import settings to address were...........in the
System SettingsWorkspace Appearance > Desktop Themes >[Details] Leaving it with the
Customized Choice
...........here I changed 2 settings Color Scheme [Oxygen] for me
....................................Panel Bacground [ Air for Netbooks] for me
Cursor Theme........... White
2nd Part
Application AppearanceColors > Zion (Reversed)
...............Sticking in the
Colors Settings pay particular attention to [InActive] and [Disabled] Tabs

Inactive (Intensity
None slider at 50%
.........................Color (
[Desaturate] slider at 70%
.........................Contrast
[Tint] slider at 20%

None slider at 50%
.........................Color (
[Fade] slider at 50%

Pay attention when in the
Inactive and
Disabled tabs as to their
Preview windows which show you the results for the Text and Background Colors you choices will produce.
I topped this off with a Dark Oskar 1.9 Firefox theme which has some animation you might want off.
EDIT Ok As the Last Post #4 indicates LibreOffice Menus are Unreadable so these changes Below give the same effects and lets us Read the LibreOffice Drop Down Menus... These are Downloadable Right from
the Particular Settings Menu. which makes that Particular change.
