Where is KNetworkConf?

KNetworkConf is supposed to be included in KDE (circa 3.5), however, it's nowhere to be found in the Gentoo portage or the Sabayon overlay..
This frontend is absolutely crucial. People should not have to use net-setup to change DNS and IP settings. Why is KNetworkConf not included with Sabayon?
