Small request to Linux gurus on this forum

Hello,
on behalf of those who not only are new to Linux, but new to Gentoo, drivers, window manages, etc. etc. can I ask those who seem to know a lot, when you ask us to file a bug, can you please be so kind and specify which part of the system the bug relates to? I am often confused, because an application can throw a message before our eyes and we may not have a single clue whether a driver is missing, or the bug is a Gentoo or Sabayon problem, or a specific bug related to KDE or other window managers.

Second small request related to this forum, can somehow the popup messages appearing on this forum when we hover on a link be fixed for Chromium, so we can close the box? A when I try to press the cross in the upper right corner I cannot click, I can only slide the small window, but cannot close it. Or maybe it should disappear after 10-15 seconds.

This seems to work on Firefox, but I prefer a more lightweight browser and I use Chromium 80% time of my browsing.
